I'm at the door to the Elder Scrolls library (after a lot of slooooow sneaking) and I get the chance to pick the pocket of a guard for the key that I need but he's busting me every time.
Any suggestions?

You don't need to, if you are where I think you are. Close to the door, there is a monk sitting behind bars, yes? Walk all the way around the other way, and you come up behind him. Note the lever just near his seat? Activate it. Then go back to the Library door.

the monk is way higher than the eperial gaurd quarters, go up a couple of floors.
Also there should be an arrow showing you where the chair that you have to sit in is.

If your Sneak skill is above 50, you should have a very good chance of pickpocketing success with a guard. Stealing stuff from guards is what my char does to get goods for fencing. The Palace guards are harder to pickpocket than street guards, but perfectly possible. Just save game immediatly before the attempt and keep reloading until you get the goods without being caught.
But why not just lockpick the door? I don't remember needing a key.

I think you're going the wrong way...or something

After you get the scroll you'll go up, not down. If you haven't gotten into the library yet then maybe you're going the wrong way. Follow the quest arrow and look at the map of the floor you're on. There should not be a reason to pick any pockets.
