Are there any mods that let you max all of your character's ability scores when you create them and is there any way to have a party entirley of your creation instead of picking up any NPC's?
Sounds like you want Shadowkeeper, the editor, rather than a mod.

To create an entire party, start the game in multiplayer mode. You do not have to play with other people, just create an entire party which you will control.
