Are there any mods that let you max all of your character's ability scores when you create them and is there any way to have a party entirley of your creation instead of picking up any NPC's?

Sounds like you want Shadowkeeper, the editor, rather than a mod.

I'm kinda new to this. What is shadowkeeper?

To create an entire party, start the game in multiplayer mode. You do not have to play with other people, just create an entire party which you will control.

Shadow keeper is a game save editor that allows you to add items to your inventory, change character stats etc. It can be found at Shadow Keeper
