I don't have that mod, but I'm guessing it's like praying at a Temple of the Nine, only reversed (i.e. your infamy probably has to be higher than your fame to pray at the shrine of Sithis). There's no way to lower either score, and your fame increases for doing most of the "good" quests (FG, MG, MQ, maybe others), so if you've done many of those your fame could be way over 30. So, to increase your infamy you need to commit a bunch of crimes (each murder bumps it up by 1), or complete more DB quests. spoiler: if you completed the TG questline, wearing the Cowl of Nocturnal gives you an automatic base of 100 infamy, plus any crimes you did while wearing it.
Can the answer to this question be "No"?

You shouldn't be able to...
I believe that if the NPC is truly quest oriented then Oblivion won't let you kill them. They'll become unconscious and revive shortly. When your cursor passes over a quest giver you'll notice that it will change to a crown shaped design. Once a quest giver's quest is complete he/she may sometimes be slain normally.
Could it also be possible to do as someone mentioned earlier (or in another thread) and just put on the prize of the Thieves Guild Master to raise your Infamy? Of course, you may not have it yet.
Or maybe perform some thievery and get caught a bunch? It's been mentioned that murder bumps Infamy by +1, what about theft?
