For most Magica, you should go for a High Elf - but they have 25% weakness to Fire, Frost and Electical damage. (This can be overcome, so don't let it worry you. You can maximise available Magica by having the Apprentice Birthsign - but that also gives you 100% weakness to magic! So, if you use a High Elf, you would probably be better to have The Mage birthsign.
If you want a Breton, you CAN have The Apprentice, because they have a natural 50% Resistance to Magica, and no weaknesses to it, so a Breton with The Apprentice sign will only have a 50% weakness to magic - again, this can be overcome, but if you prefer not to chance it, go for The Mage sign. Less Magic bonus, but safe.

A reasonable Mage can be made with a Dark Elf, as well, but they do not have naturally enhanced Magica like High Elves and Bretons.

As for armour: well, if you WANT armour, go for Light, because Mages are not very strong.
Better, though, is to have NO armour. When you get to the Arcane University you will be able to enchant clothing with Shield spells, giving you a maximum of 40 armour class: shirt/blouse, skirt/trousers, hood, footwear (shoes or boots); plus, you can enchant gauntlets (no gloves in the game, only gauntlets). The max you can enchant an item to Shield is 10.
You can also buy/find items of clothing that offer protection.

If you think it would be hard to have no armour early in the game: it isn't bad. I've done it more than once. Remember you are a Mage and can kill from a distance! (But have a weapon skill for close combat in case you need it).

Another advantage of enchanted CLOTHING instead of armour, is that clothing never needs to be repaired, or re-enchanted, and never breaks! :)
