Someone told me any of the new "quest" spells take up a slot of your level 7 spell slots. But then i read a paladin can cast the "summon Deva" spell, but a paladin can only cast level 6 spells. Did i miss something here?
Yes,Paladins can choose "Summon Deva",only they cast it from their "Special Abilities" menu (i.e. like they cast Detect Evil) Also,you can select it multiple times if you want.

Hmmm... So Paladins get level 6 cleric spells and potential loads of an ability that is the equivalent of a level 7 cleric spell. Don't they out-shine Clerics at the top XP cap? What important monopoly do Clerics still have?

Even in TOB, paladins can only cast up to level 4 cleric spells, which is the same as what they had in BG II--they just get marginally more of them. They do also get the "summon deva" special ability which they can choose a few times instead of only choosing fighting moves.
