I did a little testing by reloading the first chest over and over with two characters. The only difference between the two characters was that one had th fool of fortune heraldry. At first I thought that the heraldry actually raised the lvl of teh chest as I could not get an elven shortbow to drop form the chest without the heraldry, but patience won out. This heraldry notably affects the dropping of higher quality items. In about 50 loads the character without the heraldry had found 1 Elven Shortbow, 1 Shuriken, and 2 elven shortswords. in about 50 loads the character with the heraldry found about 3 Elven bows, 2 shuriken, 4 Elevn war dagger, 3 main gaughe, 5 elevn swords, + advanced clubs and stuff I wasn't looking for.

If you are the type of person who wants to just play through teh game and not do any save/loading on teh chest, the fool of fortune will net you vastly better items. Notably, both the magician and astrologer heraldries are available upon finishing the initiation quest of the respective guilds.

If you are the type of person who wants top save/load every chest, it is pointless.

If you are the type of person who would save load only a few high level chests, it could still be a good pick, as you will likely get many more spell book drops.

My RangerLord to be has the fool of fortune heraldy and I can say two things about it.

1. You get better than average stuff from your chests(got an elven sword before I got to theater basement - winter and venom dagger before completing the mansion - usually get the "extra" item from chests be it extra potion, extra katal, extra armor, extra weapon).

2. You get more Random Encounters everywhere.

So apparently you get good luck with your treasures, and bad luck with wandering monsters......
