Will "chunked" characters be available in ToB?

If a character is "chunked" (killed outright, with no chance of resurrection) in SoA, will his or her spirit be available for calling in ToB?

Just wondering.

Not 100% sure, but I would say that those characters can be summoned in ToB...

Hopefully someone who has more experience on this can confirm wether I'm right or wrong...
