My advice: Don't level-squat at all.
This game mechanics abuse is not neccessary to finish the game.

Once you desquat your party's average level is far too high, so you'll gain no fighting XP for a very looong time which isn't fun for most players.

The most effective way of level-squatting is only levelling up your sorcerer(to level 18-20) and cleric(to level 9-15) and keep the rest at level 7. This way they'll get far too powerful spells far too soon and the game will be a piece of cake. The rest of your party will be useless in combat with the only purpose of increasing the fighting XP gained.
A party game where one member is overpowered and the rest is useless is not what I like, but you might enjoy it.
