My quiestion is this: How do I regruit/assign sergeants?

The first and easiest one to recruit is Katriona, the woman that accompanied Casavir when you first met. You'll find her at the old owls well. Talk to her and you'll get a new option to invite her to your keep.
Here's where the big spoiler starts:
Shortly after you receive the keep you'll be asked if you want Torio brought to your keep. Once she has arrived you'll find her in the throne room. Talk to her and you can ask her about new recruits. She'll give you hints for one at a time,
That and at a certain point you'll find Bevil in the courtyard asking to become a seargant.

You can assign them to help with recruitment, training, special missions, patrols, and thus they'll influence the outcome/result of these.
But as said - the specifics of it I have not looked into - but I would think they add a percentage chance to be successful in said task thus reducing the chance of failure.

Light of Heaven, can be found different places. I usually find her in Neverwinter's Merchant Quarter when the city starts evacuating. You have to fight her three times to get her to join, but believe me, it's worth it. She's a recruiting machine.

The 3 places to find Light of H. is in Port Llast, NwN Merchant Quater and outside your Keep (near the miners).

Importance of Sergeants
Thanks Ningengirai, I was looking for some idea as to how to assign my sergeants. I had some idea but was unsure who would be better at training and patrolling with the Greycloaks.
I had just run into(!) Light of Heaven and she knocked my Paladin who is no slouch as a fighter on his butt three times in a row. I immediately thought I would use her for training as she would probably scare the daylights out of anyone she was recruiting. I had actually thought of using Bevil for recruiting because I thought he would be easier to relate to by those he was recruiting. I was going to put Katriona on as patrol sergeant because she would have a better time keeping the men alive with her experience and use L.O.H. as training sergeant.
Xandax, and everybody else I found the information below doing a search of NWN2 sites. I discovered that it can get very complicated and affects morale of greycloaks, peasants and individual members of your party quite a few times. I had watched for any indications that Kana may have some ideas on how best to do things and generally went along unless I definitely had what I thought a better idea. I hope I don't live to regret it.
I did some searching and ran across the Luskan Jalboun and the suggestion that he be put on special assignment duty because he would have a negative effect on the morale of the Greycloaks in any other position.
I ran across this document "Neverwinter Nights 2 Stronghold Guide" on. The document was compiled by "Paradox Jast aka xInfInIty" and is pretty detailed as to the interactive pluses and minuses of assignments and even conversations. Check it out if you want. I going to go with my best judgement after having read it.

Recruiting
I have a problem with the amount of greycloaks. They get less and less, I have 10 now and -52 in volonteers. Can't seem to get more, I use Katriona and the light-guy for recruiting and the number stays. Morale at average. All upgrades, best training. Why so few soldiers is a mystery!
