Fun With Pestilence - Nosferatu need help

Im a nosferatu and i am doing the quest more fun with pestilence, and i cant find a bum that wants to talk to me. most of them just run away. Where can i find the "talkative" bum?

There's always one who will talk. Keep looking. Approach every single bum in the area until you find the one.

I believe that you have to do the whole quest in the right order. You will have to confront Jezebel (but first find the missing ghoul at Skyline apts.) in order to elicit any further progress with this quest. There are two talkative bums - one is an old lady, you can find her near the bus stop between club Confession and Larry's truck. The other one can be found standing near to a burning barrel down the valley located just next to The Last Round bar.

You can kill the plaguebearers in any order you like. The bums that will speak to you are random, but there is always one male and one female that will. When playing Nosferatu, it's quite obvious which ones will speak to you - they're the only ones that don't run screaming at your approach.

I've always found that the female bum by the burning trash can infront of Venus' Church-Club-Bar-Disco was the one that told you about Tin-Can Bill. And him you can find in the alley opposite the Last Round where the Anarchs dwell. And next to him you'll find the sewer entrance to get to the deformed plaguebearer. Btw, I mean the sewer entrance at the end of the alley, in the darkness. Not the one by the burning barrel.

I've never actually looked that far afield. When you leave the bar, turn right and head up the street. A bum comes around the next corner and tells you about Tin Can Bill. Next time through, though, I'll try to look up some of these other street people.

But don't you have to contact that ghoul at the Skyline apts. before dealing with the plaguebearers? It is not to my recollection at this moment, but I believe that it had to be done in the right order...

No. Just for Jezebelle. You can talk to the bums and deal with brother Kanker first if you want. I typically deal with Jezebelle first because she's an easier fight, but that's just my preference.
