i just finished clearing out the cave and the man guy at the end but after that it tells me to find a lady in cyrodiil so i can hire a group of men to fix the place up... but um isnt that the entire land? lol im a lil lost and would appreciate any help thanks :)

in anvil harbor on one of the ships in the captains quarters go talk to the lady and she will sell you all the upgrades
