It's listed as "Wizard", but can you be a Specialist without getting an XP penalty from multiclassing?

Not 100% sure but IIRC specialized wizard is counted as "Wizrd" in terms of favored class...

yea, sure. you can be any specialist mage without a penalty, it still counts as a wizard.
gnomes are exception. favored class illusionist, and they mean specifically illusionist.
