The ALL have good loot . . .

eventually! But the loot levels up as you do, so there are no shortcuts to fancy weapons and armor. Keep playing and plundering, and the goodies will come along in due time. A good ruin is the one straight across the lake from where you exit the sewers at the beginning of the game.
Any doctrine that will not bear investigation is an unworthy tenant of the mind of an honest man.

Try the Collectors quest early on (Spoilers)

Highlight:
Spoiler
If you want some great loot to get you started (and lot's of cash) go to the Ayleid ruin (Vilverin, i think is the name of it) right in front of you when you leave the sewers (as was suggested above).

Be sure to clear it out, including a Statue. It's worth 250 gold, but you won't get that much for it if you're just starting out. After you sell it, you will be approached by a man with an invitation to his Masters home. Just hang around the Market district for awhile to allow this to happen.

After you meet this collector of Ayleid artifacts, he will set you out on a treasure hunt for 10 more, and pay you 500 gold for each one. These being in Ayleid ruins scattered all over Tamriel, you get lots of bonus loot as you go.

It's a really good place to start the game, get some leveled equipment, and plenty of gold.
