Question about dementation disciplines

For the 3rd level discipline of dementation vision of death its written under its description "May have a lesser effect on supernaturals." whereas the dominate discipline's similar 3rd level suicide does not include this line. Question i'm curious about is does vision of death work on the many normal vampires you kill along during quests?

As far as I know "Vision of Death" and "Suicide" work basically the same. Both do damage to "normal" vampires, sometimes enough to kill them, but not always.

suicide kills always, or as far as i have used it. perhaps vision of death sometimes damages instead of killing completely?
