Making your own mods

I understand that you need a program to make mods. I downloaded Weidu, but my computer won't run it. It won't run .dll or .d files for some stupid reason, and when i download weidu, i'm always missing td83 file or somethin like that. Can any of you suggest something else to use to make mods, or help my fix my weidu problem?
