Bowerstone North

How do I enter Bowerstone North? There's a guard who keeps telling me I need a permit. How can I acquire one?
I'm already on the Archeologist Gold Quest, so I'm pretty far in the story.
Do I have to advance further?

don't forget if you are playing the original Fable you can also dig through the gate to get their, a useless trick but a fun one.
