confused on leveling (question)

confused on leveling (question)
I could not really find this anywhere else. when you level up and say you have the option of multiplying it x3, do you want to do it? say for instance i want to level up my intelligence to get more magika. Do I want to get intelligence to 100 asap or should i try to level it up numerous times. I hope this isnt confusing as it is hard to really describe. thanks.

Accept the highest multipliers you can get, in general. In specific, you may want to take a slightly lower multiplier in some attribute you really want quickly, and let a higher one go. For example, it's good to have extra Luck, but it doesn't come with any multipliers. So if you have an x5 Intelligence, x4 Strength, and x2 Willpower, you may want to ditch one of the above to take Luck. Possibly Willpower, since it's only x2.

Your magicka will increase in direct proportion to your intelligence increase, so if you increase your intelligence faster your magicka will increase faster. If you don't increase your ingelligence at all, your magicka won't increase either. In any case, if and when your intelligence gets to 100, your magicka will be the same no matter how long it took you to get there (the exact number depends on other factors like your birthsign too).
Can the answer to this question be "No"?
