I just purchased the BGII and ToB set...
I haven't played BG II in years, and unfortunately this set didn't come with an instruction manual... how do you import character images? Sizing... etc.

There is a manual incorporated electronically with the game. It can be accessed when you start up the game and is called either manual or read me.
This will give you the required information. The portraits that can be acquired on the web usually have them in the correct format so you don't have to do anything.
