Welcome to the forums!

Before we can answer that question, you will have to tell us your character level. The entire game scales along with you, including the gear you can find throughout the world.

As far as I know, most items are randomized in this game. When you get to a certain level, they will be all over the place.

You might try this, though:

There is a boat, down in waterfront, where you can spend the night. When you wake up, the boat is hi-jacked by pirates. Beat them, and they will leave four swords behind, one of which is a set item, and three of which are, it seemed to me, very good for the level you are currently at.
Edit: sorry Avatar, didn't see you.

Oblivion:Armor - UESPWiki

You have 7 more levels to go before you can find glass equipment on enemies :D

If you're level 13, you could try the Bloated Float thing. I was level 12, and got one glass sword, plus two elven ones.

He wanted a glass sword not armour! You can start finding glass weapons as low as level 12, unfortunately bandits usually carry blunt weapons. The best places to find (or at least having a chance to find glass weapons) is in vampire lairs or were there are Marauder Bosses (Fort Blueblood for example). Mind you just because you can find glass weapons at level 12 doesn't mean you necessarily will, there is always the random element.

There were a bunch of people with glass long and short swords at ( i believe) the Blankenmarch Inn directly below Nocturnal's shrine (bit of a walk, trust me though), yeah I just checked, there is a bunch of glass weapons on the ground and I was probably around your lvl too. If you have the Fort Doublecross or Yeyond wps then it should appear on the compass as an Inn. Tell me if it works or if it was just random for me :)
