Well, i tried jumping on a pilar and shooting her with my dwarven bow, and using that one arch ice staff, but it looked like i did little or no damage.
i also tried shooting her and going back to the imperial city, but then i had a bounty for shooting her and they all attacked me.alsoo she kills the crap out of me in like 3 hits if we fight.
is there a good weapon for her, or shoild i try another strategie?

ok get $6000 and then go to rendiers staffs in the emperial market distric buy the staff apethiosis, or somthin like that, it has fire ice and shock damage, it kills her in like 4 to 10 hits top trust me it works.

Umbra tactics (possible spoilers)
This all depends on what level you are and what skills you have. Paralyzing her is the easiest I think if you have that skill. A master level Illusionist can paralyze for ten seconds with the right spell. This is super powerful spell as almost anything except vampires and skeletons can be paralyzed. Some creatures like higher level liches or storm atronachs can be difficult as they often have strong spell reflection/resistances. You can enchant a weapon with only a couple seconds of paralyze to keep her down while you beat her to death. Keep a good supply of soul gems to recharge the weapon as you go.
If you have good acrobatic skill you can find a high place to jump up that she can't reach and then use ranged attacks or summoned creatures to wear her down. Scout out a place in advance and practice jumping up there to get the moves down. Light or no armor, a feather spell and some enchanted items that give bonus acrobatic skill can help a lot in accessing high places. Spoiler: The Boots of Springheel Jack or those boots that the Argonian assassin gives you if you bring him the heart of the traitor are good. (I play most of the game without armor, just use enchanted clothing and Estucheon of Choral and a bow/mace/sword/fists so I can travel fast and light). At only 1 or 2 pounds per item, you can make a lot of different constant effect enchanted clothing and carry it with you - nighteye, feather, water walking, water breathing, fortify skill/attribute, etc. Then switch out the clothing as needed for the circumstances. Use separate pants and shirts rather than robes so you can enchant both items for double the effect.
Poisoned arrows are a good tactic if you can run fast (enchant rings/clothing with fortify speed and then buff yourself with Greater Fortify Speed spell if possible) and can make good potions (use an enchanted bow/arrows and then poison the arrows so you get all the damage effects). Use a poison on each arrow with every shot. You can make some pretty nasty poisons at expert alchemist level that damage health plus do fire/frost/electrical damage as well.
OR - You might just have to wait until your character is more skilled.

this is how i got rid of her
with an acrobatics of 30+ i grabbed a basket in her cave, put it on a a table, jumped onto that and then the pillar next to it. then, i peppered her with 96 iron arrows and flares as she stood still grunting. (when she was dead, i searched her corpse and got back 51 of my arrows though! ) o and if u r sign of the serpent i poisoned her first, and she didnt notice cause my sneak was so high. also, if u dup strong poisons of illness and pump up ur arrows with it makes a big difference.
