Can you swipe another construction contract from the Duke?

Can you swipe another construction contract from the Duke?

I've been told you can steal a construction permit from the Duke. Is this true? And, if so, which stronghold should I go after? I have Tel Uvrith, so should I go with the Hlaalu stronghold or the Redoran stronghold?

You can kill him for another one but just follow the Telvanni quest line. It'll all be clear in the end.
