how/when is the crate/chest content decided?

As soon as the map loads for the first time, if I recall correctly. Also, from what I've experienced, it seems to depend on your character's aptitude/skills. For instance, if your character has a degree in, let's say, Smithy and Explosives, you're more likely to find ingredients for items created through those tech colleges.

Also, please try to keep topic titles a bit more descriptive. "W00t" isn't quite what you should go for when asking for help. ;)

IIRC, the contents is generated at the start of the game, since Arcanum hasn't got "maps" per se.
However, the part about aptitude-inspired loot is correct.

The initial contents of many containers, including shopkeepers inventory, is set at the start of the game, this also includes trash bins.

Treasure containers in certain areas, the ones in the Ancient Maze, can vary from game to game, but others, such as the Strange Pond, and the Bog always contain fixed items, as well as some random.

The contents of containers, shopkeepers inventory and corpses of enemies killed is contained in a file called InvenSource.mes, I've attached a zipped copy. An example line:

The first number {64} is the container ID, the next group of numbers I never figured out, didn't need to. The rest of the numbers are: % chance of occurrence/ID of item. So there is a 28% chance of item 15208 (rag) being in the trash bin. This is taken from the file I've attached, which I experimented with, so is not as original. 100/6176 means that a stilletto is guaranteed to be in every bin, I'd never seen one and wanted to know what it was like, it's crap as it happens. I also edited the inventory of some 'monsters', I thought that some, like the Molchean Hand were too easy, so wanted to give them some help. It didn't work, although they had the grenades etc., that I gave them, they never used them, shame.

Bear in mind though, that the initial contents are set at the start of the game, and won't change until after you've opened the container once, and either left and revisited the area, or advanced time one day. This obviously only applies to containers that respawn.

Containers aren't geared to your affinities, but are geared to the sort of denizens that frequent the area, tech items in Dwarven mines and cities trash bins for example, magic items in places like the Bog, Broken Cathedral and Cold Place.
