As some of us know, Godsbane was the Sword used by Cyric used to kill Bhaal (?) and Kelemvor in the Time of Troubles, and it was imbued with the essence of Mask.
My question is, is the Short Sword of Mask +4 Godsbane, a de-powered Godsbane, or just a entreily unrelated Sword which BioWare have put in too give a reference that Mask and Cyric killed Bhaal.

well i don't play the forgotten realms setting so i don't know the story's too good, of this realm, i stick to greyhawk if i play d&d, as an pen and paper game
here are my two theory's of this decreased but mighty weapon.
1.In general the magical weapons need to be forged and empowered at this must be at an specific plane, forgotten realms, greyhawk, darksun, the heavens, the abyss or anywhere.
Thus the weapons got an home plane, and if you go to another plane the weapon looses some of its power.
an example
u got this nice longsword + 4, which is really an bad ass weapon and you seek to slay this freaking demon which just kidnapped your sister, so you follow him to his home plane
the 3rd abyss for example and this lad is just damageable by +2 or more, so you think this will be easy with your demon slayer +4.
well at your plane you may look pretty good but at his plane he got some kind of home court advantage, what I want to say is, the farer the weapon is away from its home plane the more it will loose its power.
it will loose a constant bonus of 1 for every sphere you pass
so it will be +4 at its home plane, but just
+3 at the highest plane of the abyss
+2 at the next
+1 at the third and so on
so it will just be an usual weapon at the 5th plane of the abyss, maybe looking nice thorugh all this runes but there will have no power, off course if u travel back it will regain its power
2.The 2nd theory of mine would be that is takes a lot of effort and power to slay a god, especially on his home plane, so bhaale just drained a lot of its energy while he was slayne with this little goody

I don't think the sword relates to that story in any way. Mask is/was a god for thieves, iirc, and they probably just named it Short Sword of Mask because... it's a short sword that needed a name?
