Is it possible to perhaps download the Shivering Isles expansion VIA computer, put it on a USB storage device, and then load it onto the Xbox 360 VIA USB port?

As far as I know no, at least no legally. As there is no way to download legal version of the game to pc, I doubt there is any way to do so for X-box. And since it's against forum rules (and at least my moral, not sure about others), you can't find any illegal way to do that here in GB. Sorry.
