When I started the game my character started at 7th level, why is this?

Since its a continuation from the first Baldur's Gate, and the story follows the one particular character. At the end of the first game, most characters would be around 7-8th level, so this game picks up right where the last one left off, experience-wise.
If nothing we do matters, then all that matters is what we do.

It's a trick to make you buy ToSC so you can import a character with 161.000 XP. ;)

Or, they thought sticking to the XP limit of BG1 without the expansion would be more fair towards people who didn't get ToSC. ;)
