Someone care to tell me where I can get into a scrap with him. So far killed to but don't know if it is this Demi lich one.

The Demi Lich Kangaxx is in the cellar of a house just east of Sea's Bounty in the Docks.

You need to solve his quest, ie collect his body parts before you actually get to fight him.
