I only bothered with the Dice poker chain once in my playthroughs so I'm not exactly an expert. The GameBanshee walkthrough isn't entirely finished yet (not by any lack of effort, I have great respect for the insane amounts of information on this site)

Anyway! I found this link:
A Game of Dice - Witcher Wiki - a Wikia wiki

To be on the safe side you could just visit and beat all these players you can find in act 3.
Sage plays a paladin,
because other classes would be frowned upon for laying their hands on a wounded companion

You said that you beat everyone in Chapter 2, then tried to play against Munro in Chapter 3. Munro is actually available in Chapter 2. He sleeps on a bed in the fight club area at night, and sits at a table nearby in the day. Not playing him in C2 may have been your problem. Also, it should be obvious, but did you play Zoltan in C2 ? I'm not sure if it's necessary or not, but I do think he counts as a professional.

Dice poker can be a little quirky. Once you get past the novices, if you finish the rank you're on before talking to somebody of that rank, then they won't play dice poker with you. So if you finished the professional level before talking to Munro, then he won't play with you.

I have Vaska down as a novice.

It's sounds like you're fine in the quest. There's only one sharper in chapter 3. The rest are in chapter 4.

SWC
Sir Edmund: "Should you obey the lord who asks you to put a village of innocents to the torch? Is that chivalrous? Is it noble?"
Me: "It's a great way to get promoted, I know that much."

I don't think you can get the Professional quest without completing the Novice quest, so I'm confused about what your problem might be.

Who have you played and beat so far (according to your quest log)? And what do the quests, including A Game of Dice, say you need to do?

We have our walkthrough of the quest up now, and it lists the people you can play. If you can't get Vaska to play you, then I'd try the gambler in the Hairy Bear Inn.
