Toughest enemy
I am one of those people who can't decide what type of character I want to be, so I am an all around character. I realize that different enemies are harder at lower levels and different types of characters. I am level 35 and at normal difficulty, I have never actually been killed by an enemy since level 5 or so.
So far I think the toughest creature is a will-o-the-wisp, because you cant tell what direction it is facing while sneaking, and permanently damages attributes.
The toughest undead are probably dread zombies, because of their regenerative ability.
The toughest daedra are probably storm atronachs because of immense health and shock damage
Bandits easiness and items pay off for any difficulty
Goblin skirmishers are obnoxious archers and high health
Please add the type of enemy that is hardest for your character to deal with

Mehrunes Dagon! He's a bit of a challenge, considering it's impossible for you to kill him.
Other than him I'ld probally say *I can't do spoiler thing, so if you don't want to read, don't.*Jygalag or whatever from Shivering Isles. Fighting a Deadric Prince is rather hard

i HATE wraiths of any kind(just for the annoying sound they produce) i mostly turn the sound off when i fight them, gloom wraiths are extremely tough
i think umbra is dead easy as she can be hurt easily and she cant heal herself like those stupid frost atronachs(i always play on hardest difficluty and they have a huge reflect damage which makes it hard not to heal yourself instead of hitting them like a maniac and their restore health spell owns, makes me like storm atronachs better :laugh
liches are TOUGH and they summon a buddy to protect them and even worse: they cause a lot of damage(to me, cuz im a high elf with apprentice as a birthsign, which makes me HATE magical attacks)
spider daedra heal themselves pretty fast as well, but(if you on the planes of oblivion) you can push 'em into that mean old lava and theyll die soon enough
of course this list wouldnt be complete without mankar camoran who is nearly immune to magic, heals EXTREMELY good,

This might not be exactly in the spirit of the question, but the toughest enemy for me was Melus Petilius. There's a quest where you must let him kill you with a cursed mace to complete the mission. SPOILER: First I forgot I was wearing armor that reflects damage, and he killed himself while attacking me. Reload. Take off all my armor and provoke him. This time he kept beating on me with the cursed mace and it broke before it killed me (it's cursed). Reload. Remove armor, find some wandering monsters to knock my health down, provoke him, he attacks me, and from out of nowhere a troll that must have followed me halfway from the shrine to Brindle Home runs up and kills him. Reload. Remove armor, let wandering monsters take my health down, make sure they're all dead and no more are following me, then provoke him. Ahhh, finally he kills me and I get my reward!

If you dont have any skills in marksman, the gatekeeper is the absolute toughest enemy in the whole game. I was a battlemage at level 25 when I encountered him and I got my ass kicked so hard I could'nt stand for a second.
Although if you have considerable skill in marksman he's no problem.
Otherwise I dont like to encounter spider daedras, they summon this little parasite that paralyses you for 5 seconds and that is a lot of time for the astronachs and dremoras to hit you.
Also I dont really like the Xivalis, the big kind of daedras who have a great spell resistance and always fights with a twohanded weapon. Also they summon clannfears ^^
Other creatures and bosses who are quite stubborn are the gray prince, frost astronachs, The god damn towers in the aylied ruins which you cant destroy, and ogres(spell resistant and have a knock-back ability)

I found that,as erixxx, that as a battlemage with a really low marksmanship the gate keeper was a royal pain.

The Gatekeeper is dead easy if you do it the right way, spoil: end spoil.
Xivilai, imo, are one of the easiest Dremora to kill. Dammit, they have no armour!
Minotaurs can be tough. But poison on your blade works wonders...

Wisps are a real pain in the butt until you have a good magic weapon. After that, no trouble at all. Though it is wise to have potions or spells to restore attributes...
In Shivering Isles - which I have not finished yet - the Knights of Order are tough; maily because they just keep coming. But once you know who to kill first, and what to do next, they are not QUITE so bad. Mainly because you get to the end of them!
Mainly, you need to know your enemy. Second you need magic weapons. Third, a spot of poison on your blade works wonders! :mischief:

I have never been killed by an enemy, and Im level 31. But I say the hardest one is a Storm Atronach. It gets me very pissed off, and you can't really sneak attack it, even with a bow, and i have but its kinda rare for me. Dread zombies might be a little easy if you try, but they see you when you sneak attack them.
Ogres are very good at making you (maybe just me) stagger. I once had this done to me 6 times in a row. Bandit bowman-woman are easy, they only have a dagger for up-close attack, and they are stupid when you sneak attack them, they run around trying to find you. So from this you can tell im about sneak attacks, and range.

Purchase some Fire Shield. Frost Shield, and Shock Shield spell, low level will do fine. Get some pretty clothes: shirt, trousers, shoes; and some gauntlets. Take to an altar of enchanting, along with some filled soul gems, end enchant the items with the shielding spells. Not only do you get the elemental shielding, you also get the same amount normal shielding.
