Does all mixed class characters must use their respective class's abilities inorder for them to gain experience in that class? Imoen & Nalia's thief experience have been stuck for a long time and I don't know what are needed to be done to get them to level in their thief class!
Nalia and Imoen are human and, thus, cannot mulit-class, they can only dual-class. When you dual class it means that the moment you take the second class, you cease gaining experience in the former class. So, in the case of Imoen and Nalia, they were both thieves who dual-classed to mage. This means, that neither one of them will ever get any better at thieving skills.
If you simply want a better thief, you can pick up Jan. Jan is a multi-class thief/mage. As a multi-class character he will gain mage levels more slowly than Nalia or Imoen. However, he'll continue to advance in both the thief and mage classes.

Each has its advantages and disadvantages, and they are not the same. Try searching on multiclass, dualclass, and especially kensai/mage and kensai/thief.
