I can't start chapter 1 of the nwn campaign because everytime i try to leave to go into the city the game crashes... so i have no idea what to do and it really sucks any help would be appreciated

Have you tried patching your game? Have you tried reinstalling and then patching the game? If so then you, my friend, sound as if you have a defective product. If not, then go and patch your game. If so then here are some things you can do.
Did you DL the game or buy it from the store?
If you DownLoaded it then you prolly just got a bad load and there's naught but you can do about that other than buying another DL.
If you got it from the store, go back to said store with your receipt and familiarize yourself with said store's return policy on computer software. After finding this information return the game (if you can) and you might get a new copy that you can instal on your computer. Patch your new copy, and that should fix things.
If you pirated the game then I am going to fight you and NOT buy you a beer afterward. If you pirated the game then you deserve the faulty program you got.
If none of the above helped or resulted in a kicked ass and no beer to make up then it could just be that you have a fault in your video card, hard drive, or kicked ass.

Besides what Etherial suggested, I have vague memory that after completeing one module in original campaign (each chapter is its own module), you can jump straight to new module from New Game section... though can't honestly remember if you are required to actually begin the new module (chapter) before it becomes available to the New Game. If possible, you can just export your old character, start new game from Chapter 1 and import your character to it in character creation.
Also, do you have any friends or second computer to test the game? It could possibly be that there is some strange hatred between your computer and the game.
Also, I suggest doing the tests of reinstalling/patching/installing to other machine both with your old saved game AND with new game started on that install. It could possibly be that even though reinstalling would help, the old save can be corrupted or messed up to prevent the fixing to actually happen in that save.
