how is a fallen ranger affected by ths new staus and can i ever reclaim my previous standing. I know fallen palidans lose spells right? Ohh and when do rangers get to cast spells Im like a lvl7 and still cant My wis is 19 (but INT 5 :( ) so Whats the DEAL

A fallen Ranger stays fallen for the rest of the game. Rangers only get low level druid spells at very high level, but a level 1 spell at level 8 doesn't really change anything.
If you want to know if there's a disadvantage in becoming fallen, just save your game and kill a few civilians. Then you'll see if you loose stealth or not.

As KMontster said, once you've fallen you are a 2nd rate fighter for the rest of the game, you'll lose all benefits, including spell casting at 8th level onwards, and gain very few fighter perks.

Basically becoming a fallen Ranger (or Paladin) is, and should be, a disaster that is to be avoided at all costs. If it's happened the best thing to do IMO is to go back to a save before committing whatever crime lead to the fall.
