Unless you're lucky enough to find one in a thread about a quest you're interested in, the only way is to look them up in the TES construction set.
Can the answer to this question be "No"?

It is exactly as Belthan says, the ID number should be just right of the object name in the Tes Construction Set.

I think that the ElderScrolls Wiki has some of them too.

The EditorID, which is all you should need in terms of ID can be found by selecting Character in the top menu bar, and then selecting Quests... in the drop-down menu.

The FormID is in the second, closed, column but you shouldn't need to bother with that.

OK. Maybe I should ask this first. I was doing the Molag Bal's Shrine quest and failed. I need to talk to a character that is a follower of Molag Bal's to finish my conjuration training but he will not talk to me now since i failed the quest. my question is will it do any good to go in and set the quest as finished even though I already failed it? I thought that way I could at least get him to talk to me again. Thanks for all the help

I was referring to the CS.

Yes you should have explained your predicament first.

If you had one of these messages (should be in your journal)
I allowed Petilius to kill me, but he did not use the Cursed Mace. I have failed in the task given to me by Molag Bal.
or
Melus Petiliusis dead, so I cannot complete the task given to me by Molag Bal.
It's too late to fix the quest as I understand things, as those responces are higher in the numerical index than the successful conclusion result.

The console command is SetStage DAMolagBal 100 if you want to try it. If that doesn't work just finish your own training, it isn't exactly difficult.

Just create a spell that summons a scamp for one second, which only costs 1 MP, then cast the spell, leave something holding down the 'Cast' key then go have lunch or something.

Well you were right. It did say the quest was complete but it didn't give me the reward (not that I cared) and Olyn Seran still tells me I am no longer welcomed there. I guess I'll just do it myself as you suggested. Thanks for the help once again.

Try UESP Wiki

The UESP Wiki (Wikipedia) site has everything you could ever want to know about quests, quest IDs, quest stages, etc. It has great downloadable maps, complete walk-thrus, info and stats on everything in the game. The Cheats/Console Commands are extremely useful. I use UESP Wiki's info when I need to debug or get past quest glitches that could potentially ruin an existing game.
