Apparently Microsoft and Bethesda have resolved the issues with the PC version of Broken Steel, as the DLC is now available once again under the addons section of Games For Windows Live. Community manager Matt Grandstaff confirms its availability:
Just went up for me too.

Did you purchase it before? If so, you'll want to remove that content. It's also possible that traffic to GFWL right now is heavier than normal.
