It's really that high-level area, Outland, that any existing Warcraft player is really going to make excited puppy noises about. It's huge, challenging and filled with treasures only dreamed of during WoW's level 1-60 run. It's a triumph of design and a natural rather than shoehorned-in addition to the world. More importantly for guys who've become accustomed to a certain way of life since they hit level 60, there's a lot more player-versus-player content to fill their days with. It's that, rather than reaching level 70, which is going to keep people playing TBC in the long-term. Obviously Blizzard realises this too, as familiar outdoor tower-capture (as seen in Eastern Plaguelands in WoW) is there to squabble over as soon as you step off the bus (or through the spooksome Dark Portal, to be specific) to Outland's first zone, Hellfire Peninsula.
It gets even better later - there's a neutral town in Nagrand, a level 65ish area, which can be won by defeating its guards. To do so, the attacking faction firebombs it from flying mounts, raining death on opposing NPC and players alike. As well as being a right old giggle, it's a challenge of timing and accuracy rather than solely who's got the best kit.
