Q: If you cannot spec a particular skill, but you equip an item with a +skill, will it affect your character at all? For example, as a warden I cannot spec shield, but will using +shield items help me block more?

A: No. In this example, wearing bonus items for shields will not grant you any extra ability to block if you can't train in the specialization.
