GameSpot gives it a 6.0/10:
And that pretty well sums up the target demographic of Mad Moxxi's Underdome Riot: those who have reached the level cap. If you and your buddies are looking to get the band of mercenaries back together, Mad Moxxi's relentless combat will fit the bill, and the skill points are a nice reward for your troubles. But the Underdome strips away a lot of the elements that make Borderlands so much fun, so this DLC may not scratch your itchy trigger finger. You don't gain experience or proficiency, the scenery doesn't change, the structure doesn't offer much variety, and there's precious little character or humor. Underdome Riot is a very narrow add-on with very limited appeal, but if you're dying for a heaping helping of pure combat, Mad Moxxi has got your fix.
Kotaku leaves the score tucked away:
As the RPG shooter, Borderlands is spectacularly addictive - but fundamentally driving that addiction is the grind incentive and there is no payout for that here. Forget achievements or weapon proficiencies, I was powerfully disappointed to learn my guardian kills did not even register on the internal challenges. I'm already dealing with a character at the level cap, so not getting the experience points is not a big deal. But those at level 20 or 30, however, are probably going to wonder why they're doing this around wave four of the second arena.
Giant Bomb gives it a 2/5:
Completing Mad Moxxi's Underdome Riot will get you two additional skill points, and there's also an item bank, which lets you store any of the weird weapons you've found, but don't want to actively use. These are nice benefits, especially for players who have hit the level cap and are looking for something--anything--that will let them advance. But everything in the Underdome is a total hassle, and that gets old fast. That you don't gain any experience points or build up more weapon proficiency while in the arenas only makes a bad situation worse, and it makes the entire experience feel pretty pointless.
Gamer Limit gives it a 6/10:
As a big fan of Borderlands, I hate to say it, but great ideas, good intentions, and a sexy NPC just aren't enough to overcome the frustration present after the beginning of Mad Moxxi's Underdome Riot. This one is impossible to recommend for 10 bucks.
RunDLC gives it a 4/5:
If you prefer a normal difficulty setting in your deathmatch/co-op sessions, you might want to wait on Mad Moxxi until you're fully prepared for it. However, if you're the (come get some) type, it's definitely worth downloading. The arena-based gameplay is a lot of fun (especially with friends), and the presentation is excellent, like the original game and the Zombie Island chapter. If it's a Riot you want, a Riot you shall receive.
And Gamers Daily News gives it an 8.5/10:
With these factors in mind, I feel that Mad Moxxi's Underdome Riot is an excellent addition to Borderlands. $10 is a fair price to pay for three very detailed co-op arenas and plenty of incentive to fight in them, and just about everyone should find something they like about this. Really, my strongest complaint about this DLC pack is a philosophical one where I feel the item bank should have been given to us in a free patch... and if that's the worst criticism I can level at an 800 Point/$10 expansion to a good game, then it's doing pretty well for itself. If you still enjoy gun battles on Pandora, then this is definitely worth picking up!
