This line is part of an unforgettable intro to an unforgettable game. The original Fallout introduced us to a dark post-apocalyptic world through a very effective opening that was both believable and disturbingly beautiful. When the narrator chimes in and says the words above, you know you're in for one hell of game. Perhaps what we like most about this quote is that it's true.
Other notable lines are System Shock's "Look at you, hacker. A pathetic creature of meat and bone, panting and sweating as you run through my corridors. How can you challenge a perfect, immortal machine?" and Warcraft II's "Stop poking me!".
Personally, I'm sort of surprised that Minsc didn't make the list. "What? Boo is outraged! See his fury! It's small, so look close. Trust me, it's there." seems like a reasonable choice :).
