Hector Rodriguez is one of Sander Cohen's former disciples, and one of four people you must kill and snap a photo of in order to finish Sander's quadtych (a type of artwork consisting of a series of four images) in Fort Frolic. When you encounter him bellied up to the bar in Eve's XXX Garden, Hector will take off running and launch molitov cocktails in your general direction until slain. He'll never stop running, making him somewhat of a pain in the ass to bring down.
