If your lucky the event won't trigger, for some reason, sometimes all the interactions between two characters don't work at all. It happened to me when I was trying to get the legendary Minsc-Jan interactions.

the quickest way to get a wand of frost is from the reshaka or whatever who sells potions in the druid grove. You're probably supposed to get it from her since she is so close to the ogre and frost is the only wand type she sells

I have the same problem as well, and would also like to know how to speed up romance dialogs. I've played through bg millions of times and just wanna see different stuff like romances rather than play through all the quests again

Downloading the TOB patch usually fixes the problem with busy characters whenever I reinstall BG2 i have to get the patch or like half the people "appear busy"
