if I play the game through again, I might consider doing a ranged attacker or a magus ... any stats I can raise to make myself better here? (For instance dex for increased accuracy etc)

those shackles are put in your 'quest inventory' ... you don't actually carry them around with you in your inventory ...

basically, if you can't reach him, there's something you haven't done yet ... have you tried just talking to him?

The sword you get in the teutonic base is you friend. If you missed it, I strongly recommend starting over from that point on and continuing from there, as all mortal weapons are crap ... seriously ... 60 bashing might sound like a lot until you realise that bashing is crap ... I finish off people ...
