How exactly do you use these two skills as i am getting tired of spending so much gold on identifying +1 weapons.

I know that for sure because my level 12 aasimar cleric i use in PnP D&D is naturally good at them without any ranks:

6(22 WIS) + 2(Racial Ability to both spot+listen) = +8 to both spot + listen which i think is rather cool.

Yeah its WIS i think, its INT for search.

How exactly is scouting defined, is it just you main sneakage character in the party sneaking into unexplored rooms and having a look at the enemies?

I was poking through the ToEE files on my comp to see if there was any stuff to read/muck around with when i stumbled across the speech files inthe TIGcache. I wonder if you can add your own custom voices to the game.
