So I'd guess that, as Cren said, you can't activate the quest via the kennel master if you're a human noble (due to the fact that you already have a dog, would be my guess).

It's actually 1 skill point per level per point of intelligence.

Really? I'd never really thought about it, but just assumed it was three per point as, if I recall correctly (which I probably don't... :D ), my 5 Int character got 15 points per level, whereas my 6 Int character got 18 points ...

I've noticed that too, and I'm surprised it's not against the rules. I just checked, and there's no rule against it, although "post bumping" sort of covers it, and, I agree, there should be a rule against it. Just say no to necroposting.
