Intertwining

I dont even thin it would be that hard to do (but im not a game designer so i dont know ) but you could have to get so far in the MQ before a FG quest opens becasue something happened in the MQ line that the fighters guild needs to clean up or somethign like that. Just an idea

you have to find three things:

1.the painitng and supplies in the tower
2.the paint supplies in the one ladys room (in her lectern or desk)
3.the paint stained carpet in the dining hall

you should then be able to accuse the person

Is there another way to permanantly (well semi peranantly) restore your attributes other than at a chapel. All of a sudden my infamy was at 100 and my fame is only 17. Its gonna be a while to get back on the nine's good side, and all but one of my attributes is damaged. Thanx for the help!

Go to the oblivion page

There is a very good database of items and spells etc. on the site. You have to go to the oblivion section (top left scroll bar) and you should see it there on the left i think.
