I have not yet found out whether the level of the spell itself has any effect. Effect and range of a spell are determined by your level in arcane/celestial etc. magic.

I seem to remember that fire nova worked fine with me before my character had gained level 10, but the effect was just not that ...

Plus don't forget to loot Celestine's cabinets. They are worthwile and you cannot go back after you spoke to her that second time.
