IIRC you can find him immediately after he leaves, if you go to Caladon, in the thieves' guild basement, you don't have to wait to complete other quests or anything.

Probably you can still do the quest, the investigation on the pier isn't really connected in any way to the rest of the quest, you don't get xp for it and the future leads you get on the serial killer are unrelated to the pier investigation as far as I can tell. Intelligence definitely gives you more useful responses, some quests you can solve the diplomatic way only with a high intelligence, because otherwise you will not be given the appropriate lines. Persuasion, as I understand it makes it easier for you to lie and be believed and that sort of thing ...

A good rule of thumb is never treat quest NPC's in a way you are not supposed to; I mean why feed on the guy, there are so many mortals all over the place where you can do that...

It might be yet another random bug from the original; I remember reading in an old walkthrough, when the 2.3 patch was still current apparently, that sometimes "the prince has memory loss" and would give you quests you have already completed.
