Probably you can still do the quest, the investigation on the pier isn't really connected in any way to the rest of the quest, you don't get xp for it and the future leads you get on the serial killer are unrelated to the pier investigation as far as I can tell. Intelligence definitely gives you more useful responses, some quests you can solve the diplomatic way only with a high intelligence, because otherwise you will not be given the appropriate lines. Persuasion, as I understand it makes it easier for you to lie and be believed and that sort of thing ...

I can see how it is possible to finish the Museum without killing any guards if you have high obfuscate (with 5 it is a walk in the park) and/or a discipline that incapacitates people temporarily, like Dementation, Dominate or Animalism, but how can you do it with a Brujah or a Toreador?
