I found this book on the 3th level in the high tower, which mensions the creation of an item. 2 Ingredients are required (a Slad Tounge and a Gargoyle Skull, i already got those). your other question: I believe the arrow is in a chest in an open tomb in the peninsula district. You have to get a letter from Oleff in the temple of Tyr, then you can open the chest. The tomb is right up the street from the store in the Peninsula district.

U can also get the improved two weapon fighting feat to get another attack with ur off-hand weapon (+9 base attack required). So u will end up with 6 attacks vs. 4 at lvl 20. Of course the off-hand weapon wont dish out as much damage - but still. This is not based on NWN knowledge, but ...

U also (still) need 15+ dex to get the ambidexterity feat.

U must have a spell that can restore the atributes which u want it to restore, u must have a soul gem with a creatures soul in it, and u must have an item to enchant. As for the settings... theres not that many, just try some of them and eventually u will get it right.

I think its evened out by pointbuy. 18 Dex would cost 16 pts or 10 for an elf. Thats alot, i would prefer going with more str instead ! U need to provide a little more information - Who are u talking about, and where did u find this merchant (or whatever it is) ? What is his proffesion ? Did u do anything else than buying and selling with him (quests, just talking) ?

I agree 10 days to Europe is very quick, really nothing to complain about, of course were not among those who wait longest in Denmark because we dont need a translated version. I do like the way Blizzard makes worldwide releases though, and i feel that you have to give them some credit for ...
