Why do all of my party members have different amounts of experience? I thought all experience was split evenly.

On the Base Save and Attack Bonus tables it shows the fighters get +1 to attack for each level. At level six is shows +6/+1. At level 18 it shows +18/+13/+8/+3. What do the additional numbers mean?
