Having a noise problem with mages. My Deru is lvl 15 range lvl 14 has dodge 6 and survival 4 but i cant seem to get silence what am i doing wrong?...

It looks like you meet the requirements for level 1 silence. If you click on the power, the game should let you know what the requiements are.

I'm just restarting on Veteran level. Is there anyway to reset the map so that unexplored areas are greyed out again (like in the first run through)?

No, I'm pretty sure not, look at the chants as well, it memorizes those from the previous lvl of dif.
