Only if you play in a party and he is at the back. If you solo this isn't the case, then weapon range is greater then visual.

I have a Kensai right now with a strengh of 13. I just found out that I can't dual over to a mage because I need at least a 15 str.

You can increase your strenght in the game, but that's much later in the game, so you might as well restart. Also make sure you have an Intelligence...
